It would be easier if you organized your spaces if you thought who actually uses it. private versus public. A hotel is a very public venue with a lot of private spaces. Right now you have the gym accessible from the cafe. Was that intentional? Who will be using the gym. Is it for hotel guests only, or is it open to the public. You should ask that question for all the major spaces. I suggest you visit a hotel in NYC and see what the public spaces (lobby, bar, restaurant) are layout.

I agree, clear definition of users/spaces would be very helpful during your design process.
